Dr. Roger W. Caves

Roger is a Professor of City Planning at San Diego State University who is a well recognized expert and author on urban planning issues, and who has consulted with, and received research grants from, our federal, state and local governments.  He travels and lectures internationally and has served as a Senior Fulbright Specialist advising foreign government on urban planning

Roger W. Caves, Ph.D. is Professor of City Planning within the School of Public Affairs at San Diego State University.   He served as Coordinator of the Graduate Master’s in City Planning Program and previously was Co-Director of the School of Public Administration and Urban Studies' Institute for Public and Urban Affairs.

He also served as the Director of Research for the California Institute for Smart Communities (1997-1999).  He received his Ph.D. in Urban Affairs and Public Policy from

the University of Delaware (1982).

Dr. Caves has numerous publications related to urban planning, housing, community development and information technology, environmental planning, citizen participation, alternative structures of local government, community livability and sustainability, human service needs, defense conversion, direct democracy, and public policy. He is the author of Land Use Planning: The Ballot Box Revolution (1992); editor of Exploring Urban America: An Introductory Reader (1995); co-author with Barry Cullingworth on Planning in the USA, 2nd, 3rd, and 4th editions (2003, 2008, 2014); editor of the Encyclopedia of the City (2005); and co-editor with Fritz Wagner, Community Livability (2012).

Dr. Caves has worked with the US Forest Service, State of Delaware Department of Natural Resources and Environmental Control, State of Delaware Department of Agriculture, and consulted with federal, state, and local governments.  He has served as a subject area specialist on speaking tours for the US Information Service and has received numerous grants to further his research. He has spoken in such countries as Canada, United Kingdom, Scotland, Yugoslavia, France, Germany, Spain, Portugal, Slovakia, Mexico, Romania, Bulgaria, Sweden, Finland, Israel, Turkey, Japan, Brazil, Lithuania, Latvia, Estonia, Vietnam, and Cambodia. In 2015, he served as a Senior Fulbright Specialist providing urban planning training to the Cambodian Ministry of Land Management, Urban Planning, and Construction.   He teaches graduate seminars in principles and techniques in urban planning, housing policy, urban planning processes and urban planning implementation.
